Coalition of HomeOwners for Rights and Education (CHORE)

Background

A national organization founded in Arizona, CHORE works to raise awareness of the rights currently forfeited to an association.  CHORE is focused on restoration to homeowners of those rights usurped by associations, so that association members may fully enjoy the same rights currently afforded those homeowners not residing in an association. CHORE is dedicated to the education of the public regarding the truth and facts of buying and living in a Homeowner Association.

GOALS

  • To remove the legislatively created imbalance that currently exists between individual homeowners and their association in Arizona.

  • Within Arizona and other States (where it applies), to restore the Homestead Exemption taken from homeowners buying and living in an HOA. Currently ONLY homebuyers in HOAs unknowingly sign away
    this right to protection.

  • Require legislatively FULL and COMPLETE DISCLOSURE to the consumer at the beginning of the buying process, NOT in the middle or at the end.

  • Require a State Regulatory Agency to enforce the statutes governing Homeowners Associations.

  • Licensing and Bonding of HOA Management Companies to be required by the State and renewal every year.

  • Require State approved Education standards for ALL persons involved with HOA Management.

While it claims to be a national organization, CHORE mainly focuses on Arizona, where it has had some impact.

The People

Pat Haruff, one of the founders, is the most visible of CHORES leaders.  She once served on her association board, but when they said her owner advocacy work was in conflict with the board and asked to resign, she sued and won.  She's been on the attack ever since. 

Examples of work

CHORE is the most aggressive of the groups when it comes to lobbying state legislatures, and its probably the most effective.  It lists all of the problems on their web site, but doesn't really come up with any creative solutions, just the usual "get rid of...". 

Unity and self-sacrifice, of themselves, even when fostered by the most noble means, produce a facility for hating. Even when men league themselves mightily together to promote tolerance and peace on earth, they are likely to be violently intolerant toward those not of a like mind.

Our opinion

CHORE's dedication "to the education of the public regarding the truth and facts of buying and living in a Homeowner Association" certainly isn't evidenced by its web site or by the writings of its leader.  It is a lobbying group, pure and simple, that wants to castrate association boards and punish those who work for them.

CHORE lays all association problems on board members and firms that work for associations.  Not once do they mention the "personal responsibility" of an owner living in an association.  Like the other groups, its always someone else's fault. 

Passionate hatred can give meaning and purpose to an empty life. Thus people haunted by the purposelessness of their lives try to find a new content not only by dedicating themselves to a holy cause but also by nursing a fanatical grievance. A mass movement offers them unlimited opportunities for both.
